CHAIRMAN OF GIA LAI PEOPLE'S COMMITTEE RECEIVING AND WORKING WITH CHINESE SUSUN GROUP AND INVESTORS

In the morning of May 15th 2026, Mr. Pham Anh Tuan - member of the Central Committee of Vietnam Communist Party, Deputy Secretary of Gia Lai Provincial Party Committee and Chairman of Gia Lai People's Committee met and worked with a delegation from the Chinese Susun Group Ltd. Company (Susun Group). Provincial attendants were included leaders of provincial departments, agencies and organizations and Gia Lai Economic Zone Authority (GEZA). Chinese attendants were included Mr. Yan Jiehe - Founder of Pacific Construction Group, Atlantic Construction Group and Susun Group, Chairman of the Council of Zhuangyan Research Institute; Ms. Chen Bixian - Deputy General Director of Atlantic Construction Group and their delegation who have come to explore investment opportunities in Gia Lai in the infrastructure sector.

At the meeting, representatives from Susun Group introduced FEPC investment model (Finance – Engineering – Procurement – Construction), which the Group is successfully implementing in China and other localities. Under this FEPC model, the Group acts as both investor and contractor, while also undertaking post-investment maintenance and upkeep to ensure quality and optimize project costs. The group stated that interest rates for upfront capital range from approximately 2.75% to 5.5%, contributing to reduced investment costs. Susun Group expressed its desire for long-term cooperation with Gia Lai in infrastructure development, based on a harmonious approach, practical considerations and mutual development.
With the speech at the meeting, Mr. Pham Anh Tuan, Chairman of Gia Lai People's Committee highly appreciated the scale, capacity and experience of Susun Group in the field of infrastructure investment. He also stated that Gia Lai will have a great need for infrastructure development in the next 10 years, especially in transportation infrastructure, irrigation connections, environmental sanitation and projects serving socio-economic development.
Gia Lai Province currently has Nhon Hoi Economic Zone in the East facing to the East Sea, and Le Thanh International Border Gate Economic Zone in the Wes, connecting to the Kingdom of Cambodia, which are the two key growth poles for the rapid development of Gia Lai Province in the coming years. Connecting these two economic zones, especially in terms of technical infrastructure, is a priority for the provincial leadership, who are actively seeking capable investors to explore investment opportunities. Projects include the Pleiku - Le Thanh highway project with a total length of 53 km, the framework infrastructure of the Le Thanh International Border Gate Economic Zone including a two-lane national highway and drainage system and The Second Thi Nai Bridge construction project with a total length of 6.4 km…
Mr. Chairman suggested that to effectively implement the above FEPC investment model, Susun Group needs to seek unified approval from Vietnam Central Government to create a legal basis and facilitate the implementation process. While awaiting the Central Government's opinion, Gia Lai Province will continue to study suitable forms to promote investment cooperation with the Group in the future.
